Dr. Colin A. Young, in his role as Executive Director of the Caribbean Community Climate Change Centre (CCCCC), stands at the forefront of climate resilience efforts in the Caribbean. The CCCCC is an inter-governmental organization, mandated by CARICOM's Heads of Governments, to coordinate the Caribbean\u2019s response to climate change. Under Dr. Young\u2019s leadership, the CCCCC functions as a Regional Direct Access Entity to both the Green Climate Fund and the Adaptation Fund as well as bilateral partners, amplifying its impact on climate resilient initiatives across the Caribbean.<\/p>\n

Before his tenure at the CCCCC, Dr. Young was the Chief Executive Officer of the Social Security Board in Belize from 2017 to 2019. Here, he championed significant reforms including contribution reform, technology transformation, and spearheading key legislative changes to enhance the organization\u2019s effectiveness, efficiency and service delivery. He also served as the Chief Executive Officer in the Ministry of Forestry, Fisheries, the Environment, and Sustainable Development, where he oversaw critical portfolios that embraced climate change, sustainable development and environmental policies. Additionally, as CEO of the Ministry of Energy, Science and Technology and Public Utilities from 2012 to 2015, he drove initiatives that blended innovation with sustainable energy strategies and that resulted in the development of Belize\u2019s National Sustainable Energy Strategy and Action Plan as well as Belize\u2019s National Science, Technology and Innovation Strategy and Action Plan.<\/p>\n

Dr. Young\u2019s extensive board experience includes influential positions such as a member of the Green Climate Fund, and directorship roles in significant Belizean organizations like Belize Telecommunications Limited, and the Protected Areas Conservation Trust. He has also been actively involved with key environmental NGOs, Friends for Conservation and Development, and Programme for Belize, which manage the country's largest protected areas.<\/p>\n

An accomplished scholar, Dr. Young earned both his Master of Science and Doctor of Philosophy degrees in ecology and evolutionary biology from the University of Connecticut. He also holds a Bachelor of Science degree in biology and anthropology from Marlboro College in Vermont. Constance has over 35 years of professional experience throughout the United States, the Caribbean and Latin America. Her work encompasses social security, employee health and welfare benefits, retirement plans and general insurance. She consults in both the public and private sectors to a clientele that spans all areas of business.<\/p>\n\n

Over a long career, Constance has conducted myriad training sessions for Administrators and Trustees, counselling for plan members - large and small groups and individuals, and public sessions.<\/p>\n\n

Since March 2023, he has been serving as the Governor of the Central Bank of Barbados, overseeing the country's monetary policy and financial stability. Prior to this, he was the Senior Economic Advisor to the Prime Minister of Barbados and the Government of Barbados from August 2018 to December 2022. In this role, he played a pivotal part in designing and advising on the Barbados Economic Recovery and Transformation (BERT) programme, successfully negotiating with international institutions including the International Monetary Fund (IMF), and leading the government\u2019s economic team in critical discussions.<\/p>\n\n

    His tenure at the IMF from August 2011 to July 2018 showcased his expertise in international economics, policy review, and strategic economic planning across various countries.       Warrick also served as a Senior Manager in the Advisory practice at PricewaterhouseCoopers, where he offered advisory services ranging from corporate finance and financial modelling to merger and acquisition strategy. Warrick also served previously as Chief Executive Officer of NCB Capital Markets (Barbados) Limited, and within the public sector, he has served in senior positions at the Financial Services Commission in Barbados, the Barbados Deposit Insurance Corporation, and the Central Bank of Barbados.<\/p>\n\n

      Warrick has a diversified background in finance, economics, compliance, and other policy-related work. He has chaired several policy-making committees and boards of directors. He currently sits on the Macroprudential Committee of the International Association of Insurance Supervisors (IAIS).<\/p>\n\n

      Warrick was educated at the University of the West Indies (Cave Hill), and the University of Southampton in the UK, where he has been awarded degrees in economics, accounting and finance. This seasoned leader has also completed several short-term studies, including courses at the Wharton School of the University of Pennsylvania and the Harvard Law School.<\/p>\n\n

      He continues to share his varied experiences through his interaction with students, as a part-time Lecturer in the Banking and Finance Masters programme at the University of the West Indies Cave Hill campus.<\/p>\n\n
