Dr. Colin Young

Dr. Colin A. Young, in his role as Executive Director of the Caribbean Community Climate Change Centre (CCCCC), stands at the forefront of climate resilience efforts in the Caribbean. The CCCCC is an inter-governmental organization, mandated by CARICOM's Heads of Governments, to coordinate the Caribbean’s response to climate change. Under Dr. Young’s leadership, the CCCCC functions as a Regional Direct Access Entity to both the Green Climate Fund and the Adaptation Fund as well as bilateral partners, amplifying its impact on climate resilient initiatives across the Caribbean.
Before his tenure at the CCCCC, Dr. Young was the Chief Executive Officer of the Social Security Board in Belize from 2017 to 2019. Here, he championed significant reforms including contribution reform, technology transformation, and spearheading key legislative changes to enhance the organization’s effectiveness, efficiency and service delivery. He also served as the Chief Executive Officer in the Ministry of Forestry, Fisheries, the Environment, and Sustainable Development, where he oversaw critical portfolios that embraced climate change, sustainable development and environmental policies. Additionally, as CEO of the Ministry of Energy, Science and Technology and Public Utilities from 2012 to 2015, he drove initiatives that blended innovation with sustainable energy strategies and that resulted in the development of Belize’s National Sustainable Energy Strategy and Action Plan as well as Belize’s National Science, Technology and Innovation Strategy and Action Plan.
Dr. Young’s extensive board experience includes influential positions such as a member of the Green Climate Fund, and directorship roles in significant Belizean organizations like Belize Telecommunications Limited, and the Protected Areas Conservation Trust. He has also been actively involved with key environmental NGOs, Friends for Conservation and Development, and Programme for Belize, which manage the country's largest protected areas.
An accomplished scholar, Dr. Young earned both his Master of Science and Doctor of Philosophy degrees in ecology and evolutionary biology from the University of Connecticut. He also holds a Bachelor of Science degree in biology and anthropology from Marlboro College in Vermont. Dr. Young's multidisciplinary expertise and leadership continue to reinforce regional resilience and sustainable growth amidst the challenges of climate change.

Constance is an Actuary and a Principal of Eckler Jamaica Limited. She is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, an Enrolled Actuary, a Member of the American Academy of Actuaries, a Member of the Caribbean Actuarial Association (CAA) and a Director of the Pension Industry Association of Jamaica (PIAJ).
Constance has over 35 years of professional experience throughout the United States, the Caribbean and Latin America. Her work encompasses social security, employee health and welfare benefits, retirement plans and general insurance. She consults in both the public and private sectors to a clientele that spans all areas of business.
Over a long career, Constance has conducted myriad training sessions for Administrators and Trustees, counselling for plan members - large and small groups and individuals, and public sessions.
Constance is a graduate of the University of the West Indies and Kingston Technical High School. She is married, with two children. In her rare free time, she enjoys, experiencing different cultures, mainly through travelling, walking and reading.

Mrs. Dana Munnings-Gray is a highly accomplished financial services professional whose career reflects a deep commitment to advancing financial inclusion, regulatory excellence, and innovation across the Caribbean. With extensive senior leadership and regulatory experience in The Bahamas and the Cayman Islands, she brings a wealth of expertise in risk management, compliance, and anti–money laundering to her role as Superintendent and to her ongoing contributions within the global regulatory community. Mrs. Munnings-Gray’s academic and professional achievements underscore her dedication to excellence. She holds a Bachelor of Science and Arts in Political Science and Business Management from the College of Saint Benedict in Minnesota, United States, and a Bachelor of Laws (LL.B) from the University of Buckingham in England. She was called to the Bar of England and Wales as a member of the Honourable Society of Gray’s Inn following the completion of her Bar Professional Training Course at City University in London.
In 2014, she was admitted to The Bahamas Bar in the Supreme Court of The Bahamas as an attorney-at-law. Her distinguished professional credentials include CFCS, CCCS, CAMS, and FICA designations. She is also a Trust and Estate Practitioner (TEP), a Certified Risk and Compliance Management Professional in Insurance and Reinsurance [CRCMP(Re)I], and a Certified International Risk Manager (CIRM). She holds specialized certifications in Financial Crime Risk in Global Banking and Markets and in Crypto Crime Compliance. In addition, she maintains observer status with The Bahamas Association of Compliance Officers (BACO). Mrs. Munnings-Gray has further strengthened her regulatory and leadership expertise through training with the International Organisation of Securities Commissions (IOSCO), Harvard Law School, and the London School of Economics. Her regulatory leadership is widely recognized, including her service as a Financial Expert on the Caribbean Financial Action Task Force (CFATF) assessment team. As Superintendent, she has positioned the Commission as a leader in the Caribbean insurance regulatory landscape, championing innovation and modernized supervisory practices.
She places strong emphasis on staff development, ensuring the Commission adheres to international best practices and remains at the forefront of regulatory standards. With a forward-thinking vision, Mrs. Munnings-Gray continues to prioritize accessibility and inclusivity in insurance—particularly for individuals and communities challenged by rising insurance costs and limited access to adequate coverage. Her dynamic leadership, strategic insight, and unwavering commitment to excellence make her an invaluable contributor to the International Association of Insurance Supervisors (IAIS), where she serves as Vice-Chair of the Financial Inclusion Forum and as a member of the Implementation and Assessment Committee. Dr. Kenrick Williams
Deputy Permanent Representative of Belize to the United Nations
Dr. Kenrick W. Williams is the Deputy Permanent Representative of Belize to the United Nations in New York, where he leads and supports negotiations for Belize, CARICOM, and the Alliance of Small Island States on issues before the Second Committee of the General Assembly, including macroeconomic policy, sustainable development, and financing for vulnerable countries. He previously served as Chief Executive Officer in Belize’s Ministry of Sustainable Development, Climate Change and Disaster Risk Management, with responsibility for a wide portfolio spanning climate change, biodiversity, environmental management, disaster risk management, and sustainable development.
Dr. Williams currently serves as Chair of the Board of the Caribbean Community Climate Change Centre and as a member of the Adaptation Fund Board. His professional experience also includes service at the Caribbean Community Climate Change Centre, academic teaching at Galen University, and advisory work for the Government of Belize and the Inter-American Development Bank. He has represented Belize in key global processes, including the UNFCCC COP negotiations and the United Nations Environment Assembly. He holds a PhD in Natural Resources and Environmental Studies and brings extensive experience in climate finance, resilience, environmental governance, and sustainable development.

Dr., The Most Honourable Kevin Greenidge

Kevin Greenidge is a distinguished economist whose expertise spans the fields of economics, finance, and public policy. A Barbadian national, he holds a Ph.D. in Economics from the University of Nottingham, an M.Phil. in Economics with Distinction from the University of Cambridge, and a B.Sc. in Economics with First Class Honours from the University of the West Indies.
Throughout his illustrious career, Kevin has held several key positions where he significantly influenced economic policy and strategy. Since March 2023, he has been serving as the Governor of the Central Bank of Barbados, overseeing the country's monetary policy and financial stability. Prior to this, he was the Senior Economic Advisor to the Prime Minister of Barbados and the Government of Barbados from August 2018 to December 2022. In this role, he played a pivotal part in designing and advising on the Barbados Economic Recovery and Transformation (BERT) programme, successfully negotiating with international institutions including the International Monetary Fund (IMF), and leading the government’s economic team in critical discussions.
His tenure at the IMF from August 2011 to July 2018 showcased his expertise in international economics, policy review, and strategic economic planning across various countries. As a Senior Economist, he contributed to numerous policy papers and economic reviews that impacted low-income developing countries.
Kevin's earlier roles at the Central Bank of Barbados, including Director of the Research and Economic Analysis Department and Senior Economist, underline his commitment to developing sound economic intelligence and policy advice. His leadership ensured the delivery of high-quality economic and statistical analysis, fostering a deeper understanding of Barbados's economy and contributing to its policy formulation.
In addition to his professional roles, Kevin is actively involved in several professional affiliations, contributing as a referee and member to prestigious economic societies and journals. His vast experience also includes consultation roles for central banks and organisations across the Caribbean, emphasising his expertise in econometrics, economic modelling, and policy restructuring.
Kevin's academic contributions are equally impressive, with numerous publications in refereed journals and books focusing on economic growth, financial liberalisation, and the macroeconomic impacts of policy programmes in small economies. His work has received notable recognition, including awards for his PhD dissertation and contributions to economic literature.

A Fellow of the Association of Chartered Certified Accountants (UK) and a Canadian Chartered Professional Accountant, Marvin specializes in demystifying IFRS reporting for insurers. Since 2018, he has delivered hands-on IFRS 17 advisory, technical training, and implementation support to insurers across multiple jurisdictions, earning a reputation for turning regulatory challenges into strategic opportunities. His work blends deep technical expertise with a practical, empathetic approach that resonates with finance teams, actuaries, and executive leaders alike.
Marvin’s professional journey includes senior leadership roles at several global and national firms. Before founding MYPC in 2019, he served as an IFRS 17 Senior Manager at BDO Canada, KPMG Canada, and an Assurance Senior Manager at PwC, where he led complex implementation programs, developed technical accounting positions, and supported insurers through the transition to the new standard. Earlier in his career, he worked with Royal Sun Alliance, and Sunlife Canada gaining hands-on experience in insurance operations, financial reporting, and regulatory compliance. These roles shaped his ability to bridge technical accounting, actuarial insight, and operational realities—an approach that continues to define his advisory work today.
Marvin’s academic foundation includes a Bachelor’s degree in Accounting from the University of Wales, Cardiff, and an Associate Degree in Business from the Sir Arthur Lewis Community College in St. Lucia. These early academic experiences laid the groundwork for a career defined by discipline, global perspective, and a commitment to elevating financial reporting standards across the insurance sector. Warrick Ward has over 20 years of diversified financial sector experience, having served in several senior roles within both the public and private sectors.
Since January 2023, Warrick assumed the role of the Chief Executive Officer of the Financial Services Commission, having most recently served as the Managing Director of AltoComp Consulting Inc. - a boutique firm offering corporate finance and strategic advisory services to a range of clients.
Warrick also served as a Senior Manager in the Advisory practice at PricewaterhouseCoopers, where he offered advisory services ranging from corporate finance and financial modelling to merger and acquisition strategy. Warrick also served previously as Chief Executive Officer of NCB Capital Markets (Barbados) Limited, and within the public sector, he has served in senior positions at the Financial Services Commission in Barbados, the Barbados Deposit Insurance Corporation, and the Central Bank of Barbados.
Warrick has a diversified background in finance, economics, compliance, and other policy-related work. He has chaired several policy-making committees and boards of directors. He currently sits on the Macroprudential Committee of the International Association of Insurance Supervisors (IAIS).
Warrick was educated at the University of the West Indies (Cave Hill), and the University of Southampton in the UK, where he has been awarded degrees in economics, accounting and finance. This seasoned leader has also completed several short-term studies, including courses at the Wharton School of the University of Pennsylvania and the Harvard Law School.
He continues to share his varied experiences through his interaction with students, as a part-time Lecturer in the Banking and Finance Masters programme at the University of the West Indies Cave Hill campus.
Warrick is an avid sports enthusiast and enjoys basketball, football, watersports, motorsport and table tennis.
